NYIMBA: President Hakainde Hichilema says the UPND New Dawn Government is determined to make the agriculture sector the leading industry in the country.

The General Inspector of police, ‘john Martins Okoth Ochola’, has given directions to the Traffic police Director in which he stated that the vehicles that belong to ‘Charles Olim‘, alias Sipapa’ need to be sized to avoid the threat on the road.

As per Enanga’s statement, the matter got the attention of the Inspector General of Police. It has been well acknowledged and instructed the Police Traffic and Road Safety Director to trace the vehicle. He gave this statement in response to a question about Sipapa’s immunity.

Motorists often stated that the Sipapa, who moves in a convoy of two vehicles, becomes a nuisance on the road by disregarding other users on several occasions.

He has been blamed for hitting other road users and taking off several times.

Two years back in 2020, Sipapa’s convoy opened fire at a group of National Unity Platform supporters in Kamwokya near the offices of their leader, ‘Robert Kyagulanyi’, also called Bobi Wine.

Several people of them have left nursing injuries.

Sipapa was overzealous, and the last weekend, one person was driving a numberless vehicle in the company of armed security personnel who was charged with knocking on another person’s car before endangering to shoot the victim.

Social media is filled with public members’ complaints asking for security intervention into Sipapa’s behaviour.

Moreover, it is not at all easy to touch Sipapa, and even the top-ranking police fear him. Even though they do not know how he received armed state security, they can hope that they achieve justice one day.

He has walked away untouched in most of the incidents he has been involved in.

Sipapa not only misbehaves on the roads but also drive numberless vehicles, and as per the police spokesperson ‘Fred Enanga’ that this brought the attention of the police chief.

He insisted that the self-proclaimed extrovert is not larger than life.

According to the police spokesperson, “We have arrested him at Kira Road, but that day they sort the matter with the victim. Sipapa is someone who is arrestable.”

Enanga stated that he would soon reach out to the Traffic Police director to determine whether Sipapa’s vehicle had been seized or not as directed by the IGP.

Many people claim that Sipapa behaves like this because he has the back of the armed guard.
