St. Kitts and Nevis: The Government has passed the Banking (Amendment) Bill, 2026, which is a significant step towards strengthening consumer protection and improving the banking experience for citizens. Prime Minister and Minister of Finance Dr. Terrance Drew introduced this in the National Assembly on Thursday, June 11, 2026.
Reportedly, the amendments are built on landmark reforms enacted in 2025. It is designed to ensure that banking services across the Eastern Caribbean Currency Union (ECCU) are more transparent, accessible, fair and responsive to the needs of consumers.
The Bill amends 71 provisions of the Banking Act and introduces measures that strengthen consumer rights. Also, it improves disclosure requirements, enhance data protection, support financial inclusion and reinforce fair treatment standards across the banking sector.
While presenting the Bill, Prime Minister Drew emphasised that the legislation is ultimately about people and their everyday interactions with financial institutions.
Considering this, PM Drew stated, “I believe every young person should have the opportunity to start building their financial future early.”
He added that too often, children and young people are turned away when trying to open a bank account because they do not have documents that are simply not available to them at their age. “That never sat right with me or this SKNLP Government,” said Drew.
PM Drew said that now they have passed the Banking (Amendment) Bill, 2026, which seeks to address barriers like these and is making banking more accessible, more inclusive and more responsive to the needs of the people. They want the young people to learn how to save, invest and build wealth from an early age. They should open doors for them and not create obstacles.
Prime Minister Dr. Terrance Drew expressed the need for reforms within the banking sector to make financial services more accessible to young people, particularly minors seeking to open bank accounts.
Speaking in Parliament, Dr. Drew pointed to the challenges faced by children and teenagers who are often unable to meet existing banking requirements. He noted that many financial institutions require applicants to present multiple forms of identification and proof of address, documents that many young people do not possess.
The Prime Minister explained that children typically have limited identification options, often only a passport and birth certificate. They are generally ineligible for voter identification cards and may not yet qualify for social security cards. Despite this, some institutions do not accept school identification cards, creating additional obstacles for young applicants.
Dr. Drew also questioned the requirement for proof of address, highlighting that most children do not own property or hold utility accounts in their names. As a result, many are denied access to basic banking services.
He said that the proposed measures aim to eliminate these barriers and ensure that young people can more easily access financial services, by promoting greater financial inclusion and participation in the formal economy from an early age.
