Botswana: Rwanda National Police College (RNPC) directing staff and trainees are on a study tour in Botswana to interact with various key stakeholders and partners in the criminal justice, social development spheres, academia and relevant oversight institutions.

Officiating at the commencement of the tour yesterday (15/05/2023) in Gaborone, the Deputy Commissioner responsible for police operations, Solomon Mantswe, said that police in the 4th Industrial Revolution has become more complex and demanding, considering the increasing challenges posed by transnational organised crimes such as human trafficking, drug trafficking, the threat of terrorism and cyber-crime.

He added that ensuring effective policing in the digital era requires an agile, highly motivated police service which is capable and ready to invest more in human capital development, partnership building, research, innovation and modern technology.

Mantswe implored the delegation to continuously strive towards modernising their respective organisations in order to ensure effective delivery of police mandate, inline and as dictated by customer demands and expectations.

The Deputy Commissioner urged the delegation to commit and take full advantage of the platform to share experiences and benchmark best practices in law enforcement for the personal growth and development of their respective organisations. He said the study tour would go a long way in strengthening institutional capacity building and public security collaboration across the African continent.

Mantswe further appreciated the working partnership between RNP and the University of Rwanda, which facilitated the accreditation of the Police Senior Command and Staff Course (PSCSC) offered by RNPC and the subsequent award of a Master’s Degree in Peace Studies and Conflict Transformation.

He said the programme is important for human development partnerships, especially in today’s modern world, where the advent of technology has brought about public security challenges which are more dynamic and complex. The Deputy Commissioner apprised the audience that Botswana Police Service benefited from the programme in 2019.

In his appreciation remarks, Rwanda National Police College Commandant Commissioner Rafiti Mujiji expressed sincere gratitude to the Government of Botswana and BPS for hosting this year’s external study tour. He said the tour is a testimony of the bilateral relations enjoyed by the two countries.

The week-long study tour themed “Socio-economic Development, Good Governance and Justice as Pillars of Sustainable Peace and Security” is undertaken by 35 Police Commanders from 10 African countries, namely; Ethiopia, Kenya, Lesotho, Malawi, Namibia, Nigeria, Rwanda, Somalia, South Sudan and Tanzania. The external tour forms part of the Memorandum of Understanding (MoU) signed between BPS and RNP in January 2023.
