Uthukela appoints two senior managers

South Africa: The Uthukela District Municipality has appointed two officials to senior management positions. The new managers' appointment will take effect from the 1st of October 2022. Mr MB Mnguni has been appointed to be the Municipal Manager, and Mr OS Mnguni is the General Manager: Corporate Services.

South Africa: The Uthukela District Municipality has appointed two officials to senior management positions. The new managers’ appointment will take effect from the 1st of October 2022. Mr MB Mnguni has been appointed to be the Municipal Manager, and Mr OS Mnguni is the General Manager: Corporate Services.

The Municipal Manager, Mr Mpumelelo Mnguni, hails from Mahlabathini under Ulundi municipality and brings a vast experience in management and governance. He started out his career as a Professional Educator, where he spent some time with learners. He was appointed as Deputy Chief Specialist Erstwhile in KwaZulu.

Mr Mnguni also worked as Labour Relations Practitioner under Education Provision Directorate. He became a Chief Education Specialist (District Manager in Nongoma) responsible for 200 schools. He was then appointed as Director: in the Department of Education and Culture under Pietermaritzburg Region. He was later appointed as a Director for the Department of Arts and Culture, responsible for Policy Development and Implementation.

Later on, he was appointed as Chief Director – of Cultural Affairs, responsible for arts, culture and language development. He was appointed as the Head of Department for the Department of Arts and Culture. He then moved to Jozini municipality as Acting Municipal Manager for a year. Mr Mnguni was appointed as the Municipal Manager in Nongoma for three years. He then moved to Uthukela District Municipality in April 2022, where he acted as Municipal Manager until his recent appointment.

Mr Mnguni’s academic qualifications are impressive, as he holds a Professional Teachers Certificate – Eshowe College, BA Honours – the University of Zululand, a Post Graduate Advanced Diploma: Labour Relations – University of Johannesburg, Post Graduate Diploma: Industrial Relations- University of KwaZulu-Natal and Masters in Public Administration – the University of Birmingham in the United Kingdom. Mr Mnguni is as good a transformation leader, an agent of change and a paragon of virtue.

The newly appointed General Manager: Corporate Services, Mr Sphamandla Mnguni, is a local lad from KwaShuzi under Alfred Duma municipality. He started out his career as a Human Resource Officer at the former Indaka municipality and was later promoted to the Human Resources Manager. Later on, he became a Centre Manager at the Ekuvukeni Thusong Centre under the former Indaka municipality.

He also acted as Director: of Corporate Services and was appointed as Director: of Corporate and Community Services. When Emnambithi and Indaka municipalities amalgamated in 2016 to form Alfred Duma Local Municipality, he was appointed Director: of Corporate Services. A year later, Mr Mnguni went to Ndumeni municipality to take up the Manager: Council Support position. In March 2018, he moved to Nquthu municipality, where he served as Director: Of corporate and Community Services until 2021.

After the Local Government Elections, he was appointed as Manager: Office of the Mayor until his appointment to General Manager: Corporate Services. Mr Mnguni also has good academic qualifications, which include BA in Human Sciences, Post Graduation Diploma: Public Administration, Post Graduation Certificate: Education FET, MFMP Certificate and Masters (not completed). He is a hands-on manager who always wants things to get done.
