Dominica signed an open skies Air Services Agreement with Qatar at the 42nd ICAO General Assembly. The ceremony was observed in Montreal, Canada on Tuesday, Sept 23, 2025.
The signing of the agreement at the International Civil Aviation Organisation (ICAO) assembly marked a significant moment. This decision was taken to strengthen the aviation ties and boost opportunities of air connectivity at global level considering the upcoming International Airport.
The Open Skies Air Services Agreement was signed by Minister of Tourism, International Transport and Maritime – Denise Charles-Pemberton on behalf of the Commonwealth of Dominica and by the Acting President of the Civil Aviation Authority (QCAA) – Mohammed bin Faleh Al Hajri on behalf of the State of Qatar.
Furthermore, this signed agreement allows designated carriers from both the countries, if permitted, to operate an unlimited number of passenger and cargo flights with full transport rights. Thereby, enhancing cooperation between the two countries, especially in the field of air transport.
Notably, the signing of this new air services agreement will framework the efforts of Dominica and Qatar to strengthen their connectivity with other countries. As both the countries will enable the national carriers to expand the network and reach more destinations at global level.
Earlier, in April 2025, Dominica also signed an initial air services agreement with Qatar to boost tourism and air connectivity between the two nations. The agreement was followed by bilateral talks and was accompanied by Memorandum of Understanding (MOU) signed by the ministers on April 14, 2025, to operate unlimited passenger and cargo flights with full transportation rights.
Considering this, the Qatar Civil Aviation Authority said that the signing of this MOU represents a significant and positive step towards strengthening the bilateral cooperation in the field of civil aviation.
According to QCAA, it supports the shared vision of both the nations for the development and enhancement of air transport services and reflects their ongoing commitment to improve air connectivity.
