Dominica: Prime Minister Roosevelt Skerrit attended the CELAC-EU Summit Caribbean-EU Leaders’ meeting which took place on Monday, Nov 10, 2025 in Santa Marta, Colombia.
Reportedly, this high-level meeting brought together the heads of state and government from Latin America, the Caribbean, and the European Union to deepen dialogue and cooperation.
CELAC-EU Summit Caribbean-EU Leaders’ meeting included leaders of the Caribbean community CARICOM, the secretary general of Caricom as well as representatives from the Dominican Republic and Cuba.
The Summit also welcomed the president of the European Council, the President of the European Commission, the EU High Representative for foreign affairs and security policy and the rotating presidency of the European Union.

The president of Colombia joined the session as host of the CELAC-EU Summit. The engagements in Santa Marta were focused on shared priorities such as:
- sustainable development,
- climate resilience,
- trade, and
- global cooperation.
The summit was co-chaired by the President of the European Council – António Costa, and the President of Colombia – Gustavo Petro, in his current role as CELAC pro-tempore president.
In the absence of the Prime Minister Roosevelt Skerrit of Dominica, the Minister for Health, Wellness and Social Services – Cassanni Laville is serving as acting prime minister.
At the 2025 summit, leaders and representatives from both regions reiterated the strategic importance of a bi-regional relationship based on shared values and interests resilient, inclusive and democratic societies, the promotion and protection of and respect for human rights and fundamental freedoms, the rule of law, free and transparent elections, as well as multilateralism and international cooperation.

During the CELAC-EU summit, leaders discussed a wide range of topics, including the defence of multilateralism, trade and investment, the green and digital transitions, social cohesion, cooperation in the fields of citizen security, justice, and the fight against transnational organised crime.
Also, the leaders adopted a joint declaration at the end of the summit which says that they are driven by the will to deepen the historical ties that unite them, at a time when multilateralism is being questioned all over the world and there is a continued need for a more justice, equitable and democratic international order.
Notably, two years after their third successful summit, the leaders of the 27 European Union EU member states and the 33 countries of the Community of Latin American and Caribbean States (CELAC) met in Santa Marta, Colombia on November 09 to 10, 2025 for the fourth CELAC-EU summit.
This summit underscored the commitment of both regions to strengthen their longstanding partnership, which is founded on shared values and interests as well as and strong economic, social and cultural ties.
President Nadia Calviño participated in the CELAC-EU plenary session and the LAC-EU Business Forum and, together with Vice-President Ioannis Tsakiris, who participated in a high-level event co-organised by the EIB and the Agence Française de Dévelopment (AFD) on the role of European and Latin American public banks in mobilising resources for strategic and sustainable infrastructure financing between the EU and Latin America.
