Dominica: Prime Minister Roosevelt Skerrit held a press conference on Monday, Sept 29, 2025 to address the nation on various issues and aware them about the upcoming initiatives. He strongly presented that they have zero tolerance for crime.
PM Skerrit added some upcoming key matters such as the Full Free Movement of Caricom Nationals that will provide right to move freely in Dominica and the agreement signed by the OECS member states to establish the Eastern-Caribbean Citizenship by Investment Regulatory Authority.
No place for violence in Dominica
Prime Minister Roosevelt Skerrit began his speech and stated that Dominica has zero tolerance for crime and violence has no place in their society. Also, they have taken several steps to strengthen the Law Enforcement ability and to stop illegal use of firearms.
The Government will further implement laws to detect and prevent crime and to bring offenders to justice. Skerrit affirmed that Protection of people of their nation is on top priority.
Discussion with CARICOM nations on the Full Free Movement
On Wednesday, Oct 01, 2025 Dominica will join Barbados, St. Vincent and the Grenadines and Belize to decide on matters that has been on the regional agenda for decades i.e. ‘The Full Free Movement’ of CARICOM nationals.
Skerrit stated that the participating nationals will be granted the right to move freely. People of these nations can reside, work and remain in the four member states without the need for a residency permit or a work permit.
The nationals will have the right to access public primary and secondary education, along with the emergency healthcare and primary healthcare services. The Full Free Movement allows these nations to fill gaps in critical areas.
OECS states to establish Eastern-Caribbean CBI Regulatory Authority
Prime Minister Skerrit also mentioned about the agreement signed by the OECS member states with CBI programmes this month. The agreement aims to establish the Eastern-Caribbean Citizenship by Investment Regulatory Authority.
The initiative is designed to safeguard the integrity, transparency and sustainability of the Citizenship by Investment programmes. The Regulatory Authority will function as an independent regulatory body which will develop and enforce uniform standards with the procedures governing the operation of all programs across the participating states.
One of the most important functions of the authorities will be to set minimum due diligence standards and ensure their rigorous application.
Besides this, in the press conference, PM Skerrit also extended Dominica’s appreciation to USA for State Department, Treasury Department and the embassy in Bridgetown for their extraordinary partnership and feedback.
He also talked about the salary negotiations with Dominica Public Service Union and the Tom Dominican Association of Teachers and the Polish Welfare Association for the period 2021 to 2024 and 2024 to 2027.
