Dominica-China Friendship (DCF) Hospital will soon implement a Hospital Management Information System (HMIS) to bring the era of paperless operation. Chief Executive Officer (CEO) of Dominica Hospitals Authority – Dr. Kenneth Darroux disclosed this during the handover ceremony of solar photovoltaic system facility to the hospital, last week.
The Health Management Information System (HMIS) in Dominica is a part of the national digital health transformation of the country. The system is supported by the World Bank, OECS and CARDTP. It aims to modernise the way public health services capture, store, share and analyse clinical and administrative data across Dominica’s health sector.

HMIS aims to enhance service delivery by centralising patient records, reducing paperwork and improving decision-making through data-driven insights. This digital system will link the DCF Hospital with Portsmouth and Marigot Hospital, and with over 40 primary care clinics nationwide.
The major functions of HMIS includes:
- Electronic patient registration and appointment scheduling
- Real-time access to medical histories, diagnoses and prescriptions
- Digital referrals, lab requests and discharge notes
- Tracking and reporting for national health indicators
Considering the introduction of Hospital Management Information System, CEO Darroux stated that in tandem with the commitment to renewable energy, they are excited to share that they will soon implement this. As it will facilitate a significant transition to paperless operations at Dominica-China Friendship Hospital.
This initiative perfectly aligns with the goals of creating greener and cleaner processes within the institution. It will reduce the reliance on paper by helping them to protect the natural resources, also streamlining operations, improving efficiency and enhancing patient care.

The system will digitise the records and operations for the HMIS, where they can minimise the waste, improve data accuracy and allocate the resources more effectively, ultimately leading to better health outcomes.
According to Darroux the system together with the DCF Hospital solar energy initiative places the hospital at the forefront of sustainable healthcare practices.
Dr. Darroux further added that the system has combined solar energy initiative that positioned them at the forefront of sustainable healthcare practices. They demonstrated their commitment to innovation which extends beyond technology to encompass the overarching vision and mission of public health and environmental responsibility.
He explained that as a hospital authority, their mission has always been to take care of their patients. It begins with the environment they create. With this initiative they aim to achieve goals such as clean energy, reduced emissions and sustainable operations.
These public health imperatives will embrace renewable energy and digital solutions, that they are fulfilling the responsibility to promote a healthier, safer and more sustainable future for the patients and the communities.
