CS Global Partners has released the latest edition of the annual World Citizenship Report (WCR). This release is the 4th edition of the report that highlights the condition of humans in a period of global geopolitical uncertainty. It features reverberating effects of elections, economic instability, and rising safety concerns at the global level.
This year, in 2025, the WCR follows the theme – ‘The human condition as a catalyst for change, takes a theoretically grounded approach to report data and probes citizenship through a human lens’.

The report also explains the reason why people leave their home countries, with additional reasons describing why people choose to stay. It highlights how some formerly safe countries are now considered more dangerous. While many developing countries are improving their security and economic credentials.
Furthermore, it defines the electoral changes in the United States and the ongoing conflicts in Europe that have created a novel environment, to understand the power of citizenship and mobility. It also explains the backdrop of the rise of the BRICS i.e. Brazil, Russia, India, China and South Africa, which adds an intriguing dimension to the geopolitical environment.

Analysis by Scholars
The World Citizenship Report was launched to provide a clear review and analysis of the vital developments collected from scholars and researchers who hail from the World Economic Forum and the University of Cambridge.
The Report is an in-depth analysis of urbanization, green geopolitics, investor migration, and electoral strategies. WCR is the first ever initiative to investigate the value of citizenship through the lens of global citizens.

World Citizenship Index
WCR favors a multi-faceted approach and presents the World Citizenship Index. The index is an innovative and advanced tool that takes a holistic approach to rank citizenships in the world across multiple dimensions.
The World Citizenship Index also acknowledges the reasons why people leave their countries and explains the reasons why they stay. This also distinguishes the report by emphasizing diverse attitudes regarding key facets of citizenship.
The WCR examines 188 countries across five motivators that citizens consider, such as – safety and security, economic opportunity, quality of life, global mobility and financial freedom.

Switzerland is known as a haven for luxury, stunning mountains and lakes and political neutrality, the country is renowned for its strong reputation across the globe.

Motivation behind Global Travel
Global Travel is essential to assess how second citizenship enhances personal and financial freedom for High-Net-Worth Individuals (HNWIs). Survey included in WCR reveals that ‘freedom of travel for leisure and pleasure’ has emerged as the top consideration by virtue of second citizenship which is 40.5%, nearly a quarter of respondents 22.4% cite ‘freedom to travel for safety and security’ as a motivator which suggested that security-driven decisions remain at the forefront in the current period of geopolitical instability.
Moreover, environmental risks, climate change, and geopolitical instability have introduced new barriers to travel that require global citizens to navigate evolving constraints. At the same time, leading jurisdictions have adapted by enhancing sustainable tourism offerings, ensuring that global travel remains both accessible and environmentally responsible.

Top Ranked Countries by WCI
According to the World Citizenship Index (WCI), the top-ranked countries for Travel and Mobility in 2025 are Singapore, Japan, and Finland.
These nations are recognized for their strong passport power, seamless visa-free access, and well-developed infrastructure, making them some of the most attractive destinations for global travelers.
They have demonstrated a commitment to ecotourism and sustainability, integrating environmental consciousness into their travel industries.
