Dominica: Minister for National Security and Legal Affairs – Rayburn Blackmoore observed the donation of electronic equipment to the departments within the judicial system, last week.
The Minister spoke during the handing over of computers at the Dominica Police Force headquarters and said that the equipment was donated through the United Nations Development Program (UNDP) under the PACE Justice project.
Rayburn Blackmoore said that he believes that it is for them and the practitioners who have benefited over the years through this various training. The team has received the equipment hardware and software.
He added that they are very expensive to demonstrate that sense of ownership and to take care of them. But he is confident that they will be placed at the various offices and used for the intended purpose or purposes.
Minister Blackmoore knows that the police have a history of ensuring that they take care of things which are given to them. And he is hoping that when he come to see it, he goes to the Marshall Court and the High Court. He also highlighted the benefits that the Dominica Police Force has received since 2023.
Rayburn Blackmoore have so far benefited from 2023 and have received benefits from the $1.6 billion, received. He mentioned that it is a lot of money in hardware and software and training.
He is elated to see several young police officers working up the rank. So they are going to be exposed to those training to make them better police officers, and to make them better citizens, to ensure that they have that sense of pride and a sense of professionalism.

Resident representative of UNDP to Barbados and the Eastern Caribbean – Limya Eltayeb said that an integrated structure is important to enhance the judicial system.
She truly believes that if one doesn’t have an integrated system from beginning to end that speaks to each other and that can take all the issues of the citizens from an end-to-end solution, and then you have not done your jobs properly.
According to her, this also clearly demonstrates that how the government of Dominica is working on multiple fronts and across multiple ministries to address the issue of citizen security, judicial reform and justice for the citizens.
